The film, promoted as "a study of human behaviour under emotional impacts, varying from accidents in the kitchen to enemy attack", begins with a brief speech by President Eisenhower before showing an insurance agent taking a trip by train. This agent is considering what panic might ensue if the nation is attacked by an enemy with an atomic weapon. There begins a line of reasoning (presented through an examination of the passengers on the train), concerning the need for preparedness and organization to prevent fear and panic. The conclusions of the Federal Civil Defense Administration are that "people will not panic in emergency if they are given (1) information promptly, (2) leadership and (3) a job to do." Great scenes of pandemonium are seen at the 12 minute mark, with a Civil Defense exercise underway in a major American city.
