The former chairman of the commission was former Pennsylvania Governor Raymond P. Shafer. The commission published its first report in 1972. The second and final report was given to the President and Congress in 1973. The report published the commission’s findings and called for the decriminalization of marijuana possession in the United States. However, despite the report being ignored by the White House, it remains an important document in the movement to decriminalize pot. This film was produced and directed by Roy Nolan and Bob Gumpertz.
