Ludlow Beauty Shop and parked cars (4:15). A man plants a sign in front of a home: “Sale $7,500” (4:22). Middle-aged tax assessors file paperwork in an office. A secretary opens a ledger book (4:32). On-screen calculations continue, showing 60% of a $7,500 true value (4:57). The homeowner reads a newspaper on his front porch. A headline: “Local Bodies Set Tax Rate” (5:17). A Board of County Commissioners meeting. A stern man in a pince-nez and patterned bow tie (5:34). At city hall, a vote is taken by a showing of raised hands (5:52). A man gives a presentation before a school board, “Estimated Distribution of Expenditures” (6:01). Calculations: “County Budget $800,000” with assessed evaluation and a 4.2% percent tax rate (6:15). A man in a suit and hat retrieves a bill from his mailbox. It shows property taxes due (7:34). Calculations show that he owes $189 in property taxes (7:47). He slides a paper document to a bank teller at a window labeled “Pay Bills Here.” Closeup on his check to the First National Bank of Yonkers.
