<description>Made in 1951 to promote unity in Western Europe against the Soviet Union and what would become the Warsaw Pact, "The Hour of Choice" presents the post-WWII choice which now lies before the countries of Western Europe. The film gives an historical survey of the old historic European concept of "unity with difference" and emphasizes the present day realization that, in order to survive, Europe must abolish differences and achieve unity. The Marshall Plan, the Schuman Plan, the European Payments Plan, the North Atlantic Treaty Organization (NATO) and the Council of Europe are briefly covered. Through the intervention and help of America, Europe has risen from the waste for the common good. Where once individual countries were very separate, the Marshall plan has helped to open them up in terms of trade and co-operation, and with NATO Europe and North America can co-operate together in the mutual building and strengthening of a united Europe and helping to keep peace. The film reflects on Europe's rich cultural and geographic diversity, its historical divisions, and the enduring aspiration for unity. Despite centuries of conflict, separation, and war, Europeans have shared a common legacy of art, science, and democratic ideals. After the devastation of two world wars, the continent faced a harsh reality: its survival and future prosperity depended on cooperation, not isolation. The Marshall Plan and initiatives like the Schuman Plan and NATO marked critical steps toward rebuilding Europe through shared economic effort and collective defense. The film calls for a united Europe—not just politically or economically, but in spirit and action—urging the removal of barriers to unleash Europe's full potential. It ends with a hopeful vision that through unity, Europe can not only rebuild itself but contribute to the greater unity of mankind. 0:00 Main titles – Europe is introduced as a diverse and ancient continent, historically described as "the land of the setting sun," with great variation in people, landscape, and culture. 1:22 – Despite physical borders, Europeans have long sought commonality in art, literature, and spirit. 2:23 – Through the centuries, Europe struggled with divisions of geography and ideology, yet aspired toward unity and shared freedom. 3:56 – Freedom of speech, justice, and equality have long been denied to many in Europe but remain core aspirations. 5:16 – Europe's intellectual and industrial genius has shaped the modern world and forms a shared cultural and scientific legacy. 6:34 – The idea of "unity in difference" was shattered by two devastating world wars, showing that indifference can no longer sustain unity. 7:10 – Europe awoke to a new reality: it was no longer the world’s center, and reconstruction required cooperation beyond national boundaries. 8:04 – Across the Atlantic, the United States stood as an example of unity through diversity and offered assistance to Europe. 9:30 – The Marshall Plan began, marking a turning point in postwar reconstruction through American aid and European cooperation. 10:44 – The collaborative success of the Marshall Plan inspired hope and proved the power of setting aside differences for a common good. 11:57 – A movement emerged for a united Europe, based on widespread support across nations and political lines. 12:39 – European unity became a serious, shared political goal, formally pledged through governmental commitment. 13:53 – Economic cooperation began, especially in coal and steel, laying the foundation for a shared European economy (Schuman Plan). 14:57 – The European Payments Plan facilitated trade by reducing financial barriers, helping revive cross-border commerce. 15:30 – Defense became a priority, as Europe realized collective security was essential; NATO was formed as a joint defense pact. 16:57 – The Council of Europe was tasked with expanding unity into other areas of European life beyond just economy and defense. 17:09 – Europeans are called to meet the challenges of the future with cooperation, productivity, and shared purpose. 18:16 – The potential for massive internal markets and shared technological progress is emphasized as a benefit of unity. 19:03 – Europe has the resources to feed itself and thrive—if cooperation and ingenuity can cross frontiers. 19:48 – Final appeal: let Europe unite fully in name, heart, and action, so future generations may say we chose solidarity and progress over division.
