The film charts some of the United States Saving Bond and Stamp programs, and shows how they were promoted within industry and civilian populations. At the 49 second mark, the film shows Secretary of the Treasury Henry Morgenthau, Jr. selling a defense bond to President Roosevelt. It was an incredibly successful effort. As the film explains in July of 1942, just six months after war was declared, war bond sales reached 900 million dollars, and war stamps reached 54 million dollars. At the 5 minute mark, the film shows the International Harvester Corporation and shows how it implemented a Payroll Savings Plan to formalize the selling of bonds. By making a commitment to a regular contribution to the effort, the bond program flourished. Motion picture films don't last forever; many have already been lost or destroyed.
