The movie opens with a man trying to separate to nails that are bent and intertwined. It’s a Chinese puzzle. Understanding classification. Procurement and the Chinese puzzle. Presented by the division Of Classification. US Atomic Energy Commission. The purpose of the movie is to show how when schedules aren’t followed, mistakes can be made in the procurement process which can open up sensitive areas to a project that should be under classification. The point is made through a fictional story of an international spy gleaning secrets from the U.S. government when the procurement process fails. Colored blocks with pictures of people on one side sit on a table 1:48. The man projects images of the people on the blocks onto a screen 2:18. The first is Frank Farrow, an engineer. Next is Bill Cannon, a classification officer. Next is Harry Duffield, he works in procurement. Bill Cannon smokes a pipe at his desk 3:30. He speaks to the camera. Frank Farrow stands in front of a drafting table and addresses the camera 3:51. Bill Cannon gets up from his desk and addresses the camera 4:22. Bill moves over to a cabinet and picks up a book on nuclear weapons 4:57. Frank Farrow doodles on his drafting board and makes a phone call 5:34. The call gets heated. He speaking to Harry Duffield in procurement who is holding up his order. Harry Duffield is seen on the other end of the phone speaking with Frank 6:56. Harry processes his order for “casts”. The host of the film who says he’s not a spy but in “intelligence” can see that the orders were placed on his screen 7:30. The host addresses the camera and talks about how easy it is to procure information through the simplest sources 8:38. Bill Cannon addresses the camera 9:10. He points to a PERT schedule on his wall and underlines the importance of scheduling 9:46. Frank Farrow and Bill Cannon discuss Frank’s most recent procurement request for the “Scoundrel” project 10:12. The “intelligence” officer is spying on the meeting 10:30. He addresses the camera. He struggles with the twisted Chinese puzzle 11:12. Because of improper planning within the procurement process, materials to complete the project need to be purchased on the open market compromising classification and the order is placed 11:33. A typewriter types out the order 11:55. Bill Cannon sits at his desk and addresses the camera 12:10. Frank Farrow sketches on his drafting table 12:40. Harry Duffield sits at his desk processing orders 13:11. He answers the phone. Frank Farrow is on the other line looking for his top-secret drawings which have been sent out to contractors without any classification on the documents 14:05. Our narrator wrestles with the Chinese nail puzzle 14:16. He solves it. From the information that is leaked from the department he deduces that a nuclear device is being built. He’s solved that, too.
