The film presents a look at 1970s America where they exists a stark contrast between education for the middle class versus the poor. The film tours the ghettos of New York where listless youth pick at rubble in bombed out neighborhoods, surrounded by liquor store advertisements. The effort to address issues of poverty and inequality is described. Education is stressed as the most viable way to rid the world of poverty. Notable figures include Dr. Elliot Shapiro and Dr. Martin Deutsch contribute. Dr. Martin Deutsch focuses on the development of a program to address the needs of preschoolers, and shows the effect inadequate education in early years has on older students. The film also presents the value of self-esteem, language efficiency and individual study attention in class.  B'Nai Brith is an international non-government organization founded in order to combat anti-semitism, bigotry and racism. Film opens with lazy grey scenes of Cozy Bars (:20), beauty shops and small restaurants (:23). A man wanders outside the Savory Agency Inc. (:25). Rates of current poverty levels (:25) are accompanied by tales of the unemployed (:34). Unemployed wander the streets in daylight hours (:52). Youth cart books towards class (1:20). Titles (1:28). Young students learn to read (1:36). Kids box and play with brooms over rubble in sloppy alley ways (2:06).  An older woman of the community passes a fresh meat shop selling rabbits (2:11). She passes another location selling neck bones, kidneys and fancy ducks (2:29) around Christmas time (2:34).  A child runs down subway entrance steps (2:48). The Indian Herb Store appears setting the story near Gordon Parks, Harlem New York (3:05). An older student relays the dismal reality a high school diploma doesn’t guarantee good or meaningful work (3:33). Youth struggle to maintain focus in class (4:12) due to emotions of hopelessness. Well-dressed middle-class youth play with a prim balloon (4:28). The portrait of the middle-class student is set against images of preceding poor youth. Fat seals sniff the air (4:30). Class spills out in the ghettos of Harlem (4:40). Dr. Elliot Shapiro’s work is introduced (4:57). Shapiro operated as principal of Public School 119 in Harlem and was a major player of decentralization of the New York public education system as well as a veteran over racial integration. An older brother adjusts the cap of his brother in front of a shop selling 7-Up and cigarettes (5:22). Youth play in front of the television set in a decrepit row home (5:56). The Institute for Developmental Studies aimed at assisting youngsters in preschool headed by Dr. Martin Deutsch is introduced (6:35). Preschool students head into class (7:30) where their unique individuality is encouraged. Cubby holes are marked with individual’s names (7:49). The teacher exhibits warmth and affection during exercises including mirrors, individual names and songs (8:06). Dr. Martin Deutsch (8:55) and staff work to develop comprehensive curriculum. Students learn language using humor and music (10:38). Students paint (11:35) and work with blocks in order to understand shapes and color. Small classes are encouraged (12:01). Older youth handicapped by inadequate education in their youth (12:28) preform an exercise about job hunting. The student named Leonard spins a dial on a rotary telephone (12:57). The relevancy of graduation dates while job hunting is stressed (13:09). Parent teacher conferences are considerably important in the student’s growth (13:50).
