It appears to show a "fit test" -- with various components being assembled inside a mock-up of the protective fairing that sat atop the Saturn V. The technicians are shown taking apart an antenna array (4:51) and then reassembling it. Some parts of the structure are clearly made of wood (12:25), indicating that they are placeholders or mockups for equipment not yet built.
