Cushman produced scooters from 1936 - 1965. The company started in 1903 in Lincoln, Nebraska, by Everett and Clinton Cushman. The company incorporated as Cushman Motor Works in 1913. Cushman began production of their four-stroke Husky engine in 1922. The film presents a safety-focused educational program designed to teach teenagers, starting at age 14, how to responsibly operate motor scooters as a stepping stone toward becoming safe automobile drivers. It emphasizes the importance of early driver education to prevent accidents and instill lifelong safe driving habits. Through a structured curriculum combining classroom instruction and practical driving exercises, students learn traffic laws, vehicle mechanics, hand signals, emergency maneuvers, and the "10 Commandments" of scooter safety. The program, supported by local communities, police, and scooter dealers, aims to prepare young drivers to be skilled, courteous, and law-abiding participants on the road, reducing risks before they transition to full-size vehicles. Graduation from the program marks a significant milestone in promoting a culture of safety and responsibility among future motorists. Note: Sir Cedric Webster Hardwicke was an English stage and film actor whose career spanned over 50 years. His theatre work included notable performances in productions of the plays of Shakespeare and Shaw, and his film work included leading roles in several adapted literary classics. 0:00 Main titles. – A 14-year-old boy graduates from a comprehensive course on scooter operation, becoming a responsible young driver. 1:17 – Host Cedric Hardwicke introduces the film, emphasizing the importance of safe driving and the dangers faced by inexperienced youth drivers. 2:09 – Many young teens desire to drive before they’re of legal age, which creates a safety challenge. 2:48 – The solution: motor scooters and safety training for teenagers under 16 as a preparatory step before car driving. 3:42 – "Scooter School" is introduced as a formal program developed by traffic safety authorities, teaching teens proper driving habits starting with scooters. 4:18 – Classroom instruction covers safe driving rules, state laws, vehicle components, and scientific principles affecting driving like friction and gravity. 5:18 – Students are tested on 10 key scooter safety rules before moving on to practical training. 5:35 – On the driving range, police officers and instructors teach scooter riding techniques and hand signals. 6:31 – Students practice real-world traffic situations: stopping, yielding, passing, and avoiding parked car doors. 7:15 – To graduate, students must demonstrate expert scooter control and complete skill-building exercises like the slalom course. 8:17 – Emergency stop training is included to teach reflexes and situational awareness. 8:54 – On the final day, students confidently complete coordination exercises such as driving a straight painted line. 9:41 – Graduation day arrives.
