The film illuminates various stags of the procedure, from planning to carrying out the evacuation and response. The film features valuable footage of a Soviet industrial factory, Soviet vehicles (Belarus MTZ-80 tractors, ZIL-130 trucks), and fallout shelters. Employees of plant evacuated by train (29:40). Upon arrival to suburban area, evacuees registered and re-settled into houses (30:14). Local residents convert basements, sheds into shelters for evacuees, help construct anti-radiation shelters; Farms, bakery cover shelves/ windows in plastic seals to protect animals/ goods from radiation/ water damage (30:43). Phase 4 Rescue and medical aid: Air raid alarm sounds in factory, employees shut down equipment and take shelter in protective structures (33:00). Controlled explosion, exercise launches into full swing; Orders given to head commander for each exercise (35:00). Reconnaissance team arrives, searches for injured, radiation measurements taken (37:29). Rescue teams using ZIL-131 fire trucks, DZ-117 bulldozers dispatched to quell fire, clear passageways and debris (38:11). Medics adminiser first aid  (40:43). Second group of responders arrives using special equipment for decontamination efforts i.e. hose off buses and protective suits; Use Geiger counters to ensure process effective (41:55). Rescue workers gather at canteen and eat lunch (42:46). Chief gives order that exercise complete; Later gives speech to room on overview of exercise, outcomes, learning objectives and goals for future (43:14). Closing credits (45:26). End (45:49).
