Split into two parts, this film features reel 1 which covers topics like “Organization and Conduct of Rescue Works” and “Techniques and Methods for Performing Rescue Works” and features footage of Soviet-era vehicles like ZIL-157 trucks, ZIL-130 fire trucks, T-100M bulldozers and protective equipment like ShM-62u, Gp-4u, and Gp-5 gas masks. Civil defense was the system of measures to protect people and material assets in the USSR in the case of hostile attacks and ecological or technological disasters, in addition to how to prepare for such scenarios. These preparatory measures included sheltering, evacuation, and first aid. Film opens, opening credits (0:07). Intense blaze engulfs building structure, smoke plumes billow into sky, civil defense responders enter frame in hazmat suits (perhaps Schutzanzug SBA2) and gas masks run towards fire (0:25). Medics arrive on the scene and quickly scour site for injured (0:45). View interior infrastructure of industrial plant engulfed in flames, firemen attempt to put out fire with hoses (0:55). Part 1: Organization and Conduct of Rescue Works (1:11). Row of ZIL-157 general-purpose 2+1⁄2-ton 6×6 trucks (c.1958-1977), roll call of different civil defense force units: Head female medic adjusts uniforms of other female medics (1:15). Training for first responders: Soviet Bakelite Box, applying splint and general first aid in the field (1:37). Construction of fallout shelters, installation of alarms on telephone poles (1:45). After receiving information about an effected area, head of Civil Defense calls meeting to mobilize different units and give orders (2:08). Roll call of combined team (2:39). Sign shows they are out of radioactive area, remove gas masks (4:11). ZIL-157 truck tows Soviet T-100M bulldozer (4:31). Bridge on route destroyed; Detour for emergency vehicles, seen driving through water (4:44). Restoration work of bridge begins (5:14). Fire blazes through wood frames of homes, fire fighting units try to put out flames so rest of convoy may pass (5:37). Commander of reconnaissance group gathers other officials to discuss approach and strategy; Footage of destroyed town (6:21). Rescue workers wearing what appear to be GP-5 gas masks bang on wall and listen for any survivors (6:37). After receiving more intelligence commander revises strategy (7:12). Various units arrive on scene and run to designated positions, nurses run with stretchers (7:35). Collection point for casualties: First aid squad deployed to school building in affected area, set up make-shift hospital beds (7:47). ZIL-130 fire trucks drive through destroyed town, DT-74 bulldozer plows through debris and flames (7:56). Part II: Techniques and Methods for Performing Rescue Works (8:15). Commander assigns medics to different quadrants of city (8:21). Cranes, excavators, DT-74 bulldozers used to clear way destroyed parts of buildings (8:38).
