The film explores the critical role of human behavior and decision-making in preventing accidents, both in a professional setting (car racing), in daily life and when working at USS. It highlights the concept that merely knowing safety procedures is insufficient; one must act on that knowledge. The film uses the narrative of an amateur USS race car team, "The Four Aces", whose driver crashes due to a series of seemingly minor oversights and impulsive decisions by the crew. This incident becomes a catalyst for their boss in the USS loading yard to introduce a new safety campaign centered on identifying and overcoming "imps" – Impatience, Impulsive, Improvising, and Impunity – which are states of mind that lead people to disregard safety knowledge.
