It was filmed and Edited by Rockwell Hoag, a member of the Amateur Cinema League (ACL). (The Amateur Cinema League (ACL) was the first international association for non-professional moviemakers, spurred on by the increasing popularity of the amateur filmmaking subculture in the late 1920s.) The footage in "News and Views" includes local spectacles around Upstate New York, two short clips of entertainer Alvin "Shipwreck" Kelly in West Virginia and the All-American Soap Box Derby in Ohio. The film also features shots of parades, a Barnum &amp; Bailey and Ringling Bros Circus, Playland Rye amusement park, and then New York Governor Franklin D. Roosevelt delivering a speech for the inauguration of a new bridge. Film opens, combined split screen view of parade and other B-roll, opening credits (0:08). Footage of White Plains Memorial Day Parade, procession led by high school brass band and also includes men in military uniform holding American flags, convoy of 1930s-era Ford Model As, 21-gun salute (0:49). Alvin "Shipwreck" Kelly, famous pole sitter in 1920s/30s, sitting atop Keith Albee Theatre (West Virginia) and performing various tricks i.e. open umbrella (2:09). Roaring waters fall in wild cascades over spill-way at Croton Dam Westchester, New York (14:18). Opening of new Croton Lake Bridge (November 1931): Camera pans nature landscape, American flags wave from iron frame of bridge, procession of cards lead by marching band, then New York Governor Franklin Delano Roosevelt delivers dedication address (15:30).
