Fossil fuel lobbyists outnumber nearly every national delegation, the summit president (Sultan Al Jaber) is CEO of the UAE's state oil company Adnoc, and the consensus-based system allows any nation to veto meaningful action. "What should be the most important summit on Earth is treated like a trade fair." He argues that the two decisive measures -- agreements to leave fossil fuels in the ground and to end most livestock farming -- have never featured in any COP summit's final outcome, and that since climate negotiations began in 1992, they have coincided with record emissions rather than reductions.
