The film opens with unruly mobs shouting and overturning a car. :57 A man lies wounded on the street. 01:00 A ringleader addresses the mob, agitating and inciting. 01:09 A line of police in riot gear clashes with a line of rioters. The police use long batons to push the crowd back. 01:32 Protestors demonstrate in front of an industrial building. A fight breaks out. 01:45 A stadium full of spectators. 01:49 A mob attacks the perpetrator of a car accident. 01:56 A crowd of demonstrators listens to a speaker in front of an industrial building. The speaker incites. The crowd roars and races to the street. A tactical force from the Downey Police Department arrives in a van and patrol cars. They set up an assembly area and load weapons, prepare riot gear such as tear gas. 03:00 The mob smashes a car to pieces. 03:15 Fire trucks and first responders park in the assembly area as police cars and motorcycles block access to adjacent streets. 03:24 Rioters continue destroying the parked car. In the assembly area, police in riot gear receive batons and tear gas cans. A disciplined riot unit in helmets and gas masks march towards the mob. The unit disperses into a defense line. A police lieutenant addresses the rioters using a bull horn. The mob responds by hurling bricks and debris at the officers. 04:34 A tactical force demonstrates three tactical formations: the line, the diagonal and the wedge. A field commander radios his superior at the assembly area. 05:10 The mob agitates as the police move in to disburse the crowd. They break the mob into segments. Two officers carry a ringleader into the back of a police wagon while remaining police disburses the crowd. The crowd runs into a police unit in line formation. 06:04 A unit in line formation clears a mob from an area. 06:10 A unit in the diagonal formation diverts a crowd in a different direction as officers stand guard in the assembly area. 06:35 A unit in the wedge formation assertively thrust long batons to push back a mob of men and women. One officer uses the long baton to restrain a mobster. Others use thrust, jab, and smash moves on the mob. 07:23 A mob comes upon a small unit of officers. The unit forms into a line and readies cans of obscuring smoke. The mob rushes to a dumpster and grabs make shift weapons. The police release cans of smoke. The smoke disorients the crowd and they disperse. 08:45 A crowd of sit down protestors chant. Police line in front of them, issuing a warning to disburse. When the don’t, two officers approach the crowd to makes arrests. The crowd resists. The police manage to grab one protestors and haul him into a police wagon. Officers open smoke canisters and send smoke into the sitting crowd. The crowd disburses into the arms of awaiting officers who arrest them. 09:52 A wild crowd attacks and flips a car. Gasoline leaks and the car catches fire.  A police unit in riot gear and gas masks arrives and organizes into a wedge formation. The angry crowd threatens the police with bricks and sticks. The officers fire of heavy concentration of tear gas behind and into the crowd so the wind will carry the smoke into the mob. A disciplined, uniformed wedge formation moves into the crowd, prodding them with long batons. The gas stings the eyes of the mob and the crowd disburses. Multiple gas canisters are used: three section grenade, instantaneous blast type grenade, and short range blast shell. 13:26 A fight between two men turns into a full scale riot.
