It features Police Chief William P. Tocco, Jr. and the Johnston Police Department, who explain and provide examples of police entrapment. It highlights that entrapment is when the criminal intent originated within the officer and therefore no conviction may be had. The film is made by Studio 12 Filmmakers in Johnston, Rhode Island, with Edmund Di Meglio, Jr. as production manager and executive producer. Two men stroll past a fountain through a park (00:08). They sit down on the base of a statue of a man on a horse (00:56). One of the men is an undercover narcotics police officer attempting to convince the other man to connect him with someone who sells drugs - a case of police entrapment (01:00). The other man agrees and they decide on meeting later that evening (01:23). The other man lights a cigarette for the undercover narcotics officer (01:31). Police Chief William P. Tocco, Jr. is explaining the concept of ‘police entrapment’ and addressing common misconceptions (01:43). The undercover narcotics officer is acting as if in withdrawal as he meets with a dealer (02:34). Police Chief William P. Tocco, Jr. continues to explain the concept of entrapment, and how it is implemented by law (03:06). Two women are sitting at a restaurant table (04:10). Two undercover vice squad officers sit at the table next to them, and attempt to create en entrapment (04:23). They start talking to the women, who are incited by a thick bundle of cash (04:27). An undercover detective and a woman working as a prostitute are sitting at a bar (05:13). They stand up and leave together (05:39). Police Chief William P. Tocco, Jr. introduces another example of entrapment in a setting concerning theft (05:42). The undercover detective enters a market (05:49). He sits down next to two guys sitting at the counter (05:53). They start talking, and the officer pretends he desperately needs money to incite the guys to incriminate themselves for theft (06:07). Police Chief William P. Tocco, Jr. explains how the undercover detective played on the sympathy of the guys to motivate them to commit theft (06:56). A similar scenario is set up: the undercover detective and two other guys are sitting at the counter at the market, and the officer pretends he desperately needs money, and the guys offer him to work with them (07:14). Police Chief William P. Tocco, Jr. explains how in the first scenario, the two guys were motivated by sympathy and in the second scenario, the guys already intended to commit the crime before talking to the undercover detective. He explains how criminal intent, originating from the officer, creates an entrapment, in which case, no conviction may be had (07:30). Credits (09:51).
