        <description>This black &amp; white educational film is about the Army Corps of Engineers and National Guard assisting with flood aftermath. The organization that predated the Federal Emergency Management Administration (FEMA) is shown -- the Federal Civil Defense Administration. This is circa 1956 but shows news events of 1955, when there was extensive flooding caused by Hurricanes Connie and Diane. In little over a week, the two hurricanes passed by Southern New England producing major flooding over much of the region.  In the wake of Diane, President Dwight Eisenhower declared eight states as disaster areas, making them eligible for federal aid. Opening: A soldier on patrol. A Bailey bridge is being built by members of the National Guard. A truck goes over a bridge. It is a Bailey Bridge. A Bailey bridge is a type of portable, pre-fabricated, truss bridge. It was developed in 1940-1941 by the British for military use during the Second World War and saw extensive use by British, Canadian and US military engineering units. Damaged street. President Eisenhower surveys the area from an airplane -- probably Columbine II, a Lockheed VC-121A-LO Constellation also known as the first Air Force One. He walks along the streets. Administrator Val Peterson of the Federal Civil Defense Administration. Val Peterson signs paperwork (:06-2:15). Map of the United States. Districts are split on the map into divisions. Map shows where the affected flood area was and from where help was sent (2:16-4:08). General Samuel D. Sturgis, Jr. boards a plane. Sturgis was a U.S. Army Corps of Engineers expert on flood control. The General tours the flood damaged area. Work is done on the damaged area using bulldozers and trucks (4:09-5:38). Easton, Pennsylvania sign. Bridges are destroyed. Connecticut is damaged by flood waters as well. Buildings and cars are wrecked. Dirt and power lines. Railroad rails are bent and twisted. Boxcars lifted and smashed against buildings (5:39-7:18). Civil Defense workers on the scene. A store is destroyed by eight feet of rock and rubble. Men use machinery to fix the area and clean the streets. Houses wrecked, streets ripped apart. Flood and devastation (7:19-8:38). Flood wall. Knightville Dam was built on Westfield River in Connecticut. Mansfield Hollow Dam, above Wilimantic, Connecticut. Dam wall (8:39-9:42). Destroyed homes. Water from a dam moves rapidly (9:43-10:46).
